The International Cities of Refuge Network (ICORN) is an association of cities and regions around the world dedicated to freedom of expression.
These cities and regions offer sanctuary to threatened writers. According to current reports, more than 700 writers worldwide are either imprisoned or persecuted for exercising their fundamental human right to freedom of expression – a touchstone of all other freedoms.
ICORN was established to offer these writers a safe place where they can express themselves freely, without fear of being censored or silenced.
Since 2006 more than 30 cities have joined ICORN, providing shelter to guest writers from Europe, Africa, the Middle East, Asia and the Americas.
ICORN is growing fast. The network is welcoming new member cities and regions throughout Europe and beyond. It also collaborates closely with sister networks in Canada, the USA and Mexico. The aim is to make a real difference in the never-ending global struggle for freedom of expression.
ICORN is based in Stavanger, Norway - the administrative centre for the international network. The centre’s primary role is to co-ordinate and assist the growing membership of cities and regions; to establish contact with threatened writers; and to connect these writers to potential Cities of Refuge.
